That agreement, in turn, was based on understandings that explicitly stated that they “reflect the steps that Israel and Lebanon are committed to taking in order to fully implement United Nations Security Council Resolution 1701, while recognizing that United Nations Security Council Resolution 1701 also calls for the full implementation of the Security Council’s previous resolutions, including the ‘disarmament of all armed groups in Lebanon,’ so that the only forces permitted to carry weapons in Lebanon are the Lebanese Armed Forces (LAF), the Internal Security Forces, the General Directorate of General Security, the General Directorate of State Security, Lebanese Customs, and the municipal police (hereinafter referred to as the ‘official military and security forces in Lebanon’).”
