This approach differs from previous international coalitions, which generally focused on escorting ships or conducting limited maritime operations to combat piracy or respond to emergency threats, without addressing the strategic causes of those threats on land. The regional alliance, however, has a greater opportunity to achieve lasting security because it is based on the direct interests of the Red Sea littoral states and combines security, political, and development dimensions, while maintaining partnership and complementarity with the international community rather than replacing its role.
