EIB Commits $5.37M to Egypt’s Second Capital Development Fund

Overview:

The European Bank of Investment signed a commitment to invest $5.37 million in the second Capital Development Venture Fund, which closed at $130 million total capitalization. The fund targets established Egyptian companies with high growth potential, supporting private sector expansion and sustainable economic development. Separately, treasury bond demand rose to 29.36 billion Egyptian pounds in a central bank auction Monday, reflecting investor confidence in government financing instruments.

Details:

The fund, managed by Capital Development Ventures, aims to strengthen private enterprise capacity and job creation across Egypt. Gelsomina Filiotti, Vice President of the European Bank of Investment, attended the signing ceremony alongside representatives from the European Union delegation in Cairo. The commitment forms part of broader European financial support for Egyptian economic development, with the EU ambassador noting that 3.5 billion euros in EU investments have supported the water sector since 2007.

In parallel capital markets activity, the Central Bank of Egypt reported that treasury bond bids totaled 29.36 billion pounds on 26 October, achieving 97.9 percent subscription of the 30 billion pound target across 1.5-year and 3-year fixed-yield instruments. Thirty-six investment requests were accepted from financial institutions. The 1.5-year tranche drew 10.5 billion pounds against a 10 billion pound goal.

Outlook:

Investors are monitoring whether venture capital deployment accelerates Egyptian startup and SME expansion. Policy focus remains on widening private sector participation in infrastructure and social development programs, with water and renewable energy sectors attracting sustained international funding.
