حتى عندما تكون أسعار العقارات مستقرة أو تتراجع بـ الدولار في بعض المناطق، يبقى شراء شقة بعيداً عن قدرة معظم الموظفين، لأن الدخل الشهري لا يسمح بتكوين دفعة أولى أو تسديد قرض طويل الأجل. هذا إذا افترضنا أن الموظف، وخصوصاً في القطاع العام، يمكن أن يتجاوز راتبه 2000 دولار أميركي.

بالأرقام، قرض المئة ألف دولار، يفترض أن يكون راتب المقترض (ممكن مع زوجته) نحو 2500 دولار أميركي ليتمكن من سداد 800 دولار شهرياً. وفي قراءةٍ للأرقام، إن الرواتب لم تتجاوز 1000 دولار حتى تاريخه. بما يعني عدم بلوغ الحد المطلوب لثنائي يعملان في أيِ من قطاعات الدولة. أما إذا كان الأولاد بلغوا سن الرشد وبدأوا بالعمل فيمكن الحجز على رواتب أفراد عدة من العائلة.
