The Turkish Ministry of Defense announced that Turkey, Qatar, Pakistan and Indonesia signed the multilateral “Badr” Memorandum of Understanding in Doha on Wednesday, aimed at developing cooperation in the defense industry, strengthening military capabilities, and fostering integration in production, training, research and development.
The memorandum was signed by Qatar’s Deputy Prime Minister and Minister of State for Defense Affairs, Sheikh Saud bin Abdulrahman bin Hassan Al Thani; Indonesian Deputy Defense Minister Yusuf Jauhari; Pakistani Defense Minister Khawaja Muhammad Asif; and Turkish Defense Minister Yaşar Güler.
The “Badr” Memorandum of Understanding aims to promote cooperation in military production, strengthen the military capabilities of the four countries, and support cooperation in technical military training, research and development.
The memorandum affirmed that the initiative would contribute to developing solutions and industrial branches in line with the evolution of modern defense systems, paving the way for an expanded industrial and military cooperation base among the signatory countries.
The document explained that the memorandum was named “Badr,” meaning “the full moon,” as a reference to the integration of the four countries. It also noted that the agreement carries significant military and economic importance.
It added that cooperation would be based on leveraging each country’s capabilities in military production, thereby enhancing integration among them, strengthening their defense industries, and helping meet the needs of allied and friendly countries.
The memorandum also stressed that the agreement would broaden the scope of military cooperation among the participating countries, develop their ties in the defense industry sector, and strengthen multilateral cooperation in ways that support security and stability and help achieve shared objectives.
