Egypt has signed a new co-operation agreement to strengthen institutional capacity and prepare a new generation of executive leaders to support the country’s urban and tourism development plans. The agreement, signed in the presence of Housing Minister, Randa El-Menshawy, and National Training Academy Executive Director Solafa Goueli, aims to establish an integrated training framework for employees at the New Urban Communities Authority and the Tourism Development Authority. The programme will focus on assessing workforce capabilities, identifying institutional needs, and delivering specialisedtechnical and leadership training based on international bestpractice. It also aims to identify and develop high-potential employees for key leadership roles. El-Menshawy said the partnership reflects Egypt’s broader strategy of investing in human capital as a cornerstone of sustainable development and economic competitiveness. She added that the initiative would help equip personnel with the technical, administrative and strategic skills needed to manage urban and tourism assets efficiently, while fostering innovation, governance and long-term sustainability. Goueli said the partnership goes beyond conventional training, seeking instead to build a comprehensive system for leadership development capable of supporting Egypt’s rapid urban expansion and the effective management of its tourism resources. The initiative will place particular emphasis on preparing second- and third-tier executive leaders, enhancing their capabilities in managing modern cities, overseeing major projects and improving resource efficiency. The agreement forms part of Egypt’s wider efforts to align institutional development with its ambitious infrastructure and tourism growth agenda, ensuring that investment in physical assets is matched by investment in human capital.
