RIYADH — The Research Center at the Ministry of Justice has issued a four-part commentary on the Civil Transactions Law, following the approval of Minister of Justice Walid Al-Samaani.The commentary analyzes the law’s articles in detail. It defines the intended meaning of each article and its legal terminology, sets out the conditions for application and the resulting legal effects, provides illustrative examples, and distinguishes between cases covered by a specific provision and those that are not. It also links the law’s articles to related legislation, explains the consequences of non-compliance with its provisions, and identifies provisions that are matters of public policy and cannot be varied by agreement. Its intended audience includes judges, lawyers, academics, researchers, legal advisers, and law students. This is the third publication in the center’s legal commentary series, following commentaries on the Law of Evidence and the Personal Status Law. The first part covers the introductory chapter and sources of obligation; the second addresses the provisions governing obligations; the third examines nominate contracts; and the fourth covers real rights and final provisions. The commentary is designed to improve understanding of the law and clarify its provisions. It thereby promotes their correct application to factual circumstances, supports legal certainty and the quality of judicial decisions, and contributes specialized knowledge to the legal community.
