The government must contend with an increasingly suffocated economy, the Revolutionary Guard is concerned with preserving deterrence and influence, and the political leadership wants to avoid an agreement that could be perceived as defeat. Meanwhile, Iranian citizens continue to bear the brunt of these calculations. The wider the gap becomes between what the state needs and what society can endure, the more directly foreign policy disagreements become tied to internal stability.
