Raafat Hindi, Minister of Communications and Information Technology, witnessed the signing of a memorandum of understanding (MoU) between the Ministry of Communications and Information Technology and Intel, a global leader in computing and artificial intelligence technologies, to cooperate on implementing programmes to raise awareness and build AI capabilities among citizens. The partnership aims to promote an AI culture and prepare national talent capable of developing and applying innovative solutions that support Egypt’s digital transformation. The MoU targets training 1 million citizens annually over three years on AI concepts, while promoting the safe and responsible use of technology and building digital trust. The MoU was signed by Hoda Baraka, Advisor to the Minister of Communications and Information Technology for Technological Skills Development and supervisor of the Responsible AI Centre, and Taha Khalifa, Intel’s General Manager for the Middle East and Africa. For his part, Hindi said that AI has become a key component in enhancing economic competitiveness and improving the quality of services provided to citizens. He noted that the second edition of the National Artificial Intelligence Strategy 2025–2030 seeks to advance AI technologies and enhance their economic and social impact. He added that cooperation with leading global companies in AI technologies is an important pillar in translating the strategy’s objectives into implementation programmes that contribute to building national capabilities and enabling citizens to benefit from AI applications, thereby supporting the state’s digital transformation efforts. The minister also highlighted the ministry’s commitment to raising public awareness of the safe and responsible use of AI and enabling citizens to acquire the skills needed to keep pace with the requirements of the digital age. “The cooperation between the Ministry of Communications and Information Technology and Intel embodies a shared ambition to make AI accessible, practical and useful to everyone through the launch of the ‘AI for Citizens’ initiative, one of Intel’s digital programmes,” said Giselle Roizlensa, General Manager of Intel Europe, Middle East and Africa. Hoda Baraka, Advisor to the Minister of Communications and Information Technology for Technological Skills Development, said that cooperation with Intel would expand awareness of the practical uses of AI and enable all segments of society to understand the potential of AI technologies and utilise them properly. She added that the partnership would also help establish a pool of qualified trainers capable of transferring knowledge and expanding the reach of AI programmes. She stressed the importance of linking training with awareness of responsible AI use rather than focusing solely on developing technical skills. For his part, Taha Khalifa, Intel’s General Manager for the Middle East and Africa, said, “We seek to broaden participation in the AI economy by equipping members of society with the skills and confidence needed to engage with AI technology, and empowering young people, educators, businesses and institutions to use it to address real-world challenges.” The cooperation will include public awareness programmes, including the AI for Citizens programme, which seeks to simplify AI concepts and enhance understanding of their practical applications, as well as the Digital Trust for All programme, which aims to promote the safe and responsible use of technology. In addition, the partnership will include a certified trainer programme to disseminate AI programmes, targeting the qualification of 1,500 trainers over three years, at a rate of 500 trainers annually. This will contribute to ensuring the sustainability of training programmes, transferring knowledge, and building the capacity of local education and training institutions. The cooperation will further include capacity-building and skills-development programmes targeting different groups. These will include a programme to develop basic AI skills and promote innovative thinking among children and young people; a programme to enhance the readiness of technical and university students for the labour market; a reskilling and upskilling programme for employees and jobseekers; and a programme supporting government leaders in making decisions based on modern technologies. Under the MoU, the parties will cooperate on developing a phased implementation plan for the agreed programmes, with implementation to begin with the AI for Citizens programme. The MoU also provides for technical workshops and training on Intel’s latest technologies in AI infrastructure and computing, supporting the development of national expertise in infrastructure technologies.
