Council of Health Insurance slaps SR4 million fines on violating employers

RIYADH — The Saudi Council of Health Insurance (CHC) announced on Thursday the issuance of 100 decisions to impose fines, amounting to a total of SR4 million, on employers during the first quarter of 2026. This is for the violation of the provisions of the Health Insurance Law. The Council stated that these fines were imposed after granting violators a grace period to rectify their violations before taking legal action against them. This is based on Article 41 of the Health Insurance Law, which stipulates that employers are obligated to enroll in the health insurance program for their insured employees and pay the premiums in full through approved insurance companies. The penalties also included fines for non-payment of the insurance premium for each individual, in addition to further measures such as temporarily or permanently suspending the employment of workers, depending on the severity of the violation. The CHC spokesperson Iman Al-Toraifi affirmed that the council is continuing its diligent efforts to ensure that health insurance beneficiaries receive uninterrupted coverage. She added that the council strives to facilitate beneficiaries’ access to high-quality and efficient healthcare services, while continuously monitoring compliance, tracking violations, and applying legal procedures against non-compliant employers. The council also works to empower employers to comply and develop their capabilities by efficiently implementing provisions of the law, thus ensuring the sustainability of health insurance coverage for beneficiaries.
