ALBAWABA — A network of more than 5,000 entities has helped Iran obtain military and dual-use supplies despite Western sanctions, according to a Reuters investigation described in an Al Jazeera report published October 29.
The investigation traced at least $2 billion in shipments since January 2025, including materials used in missile and drone production. Supplies reportedly continued arriving by land, sea and air during the war.
One detail connects the entities: they share the Tehran address of Iran’s Defense Ministry and list their founding date as February 11, 1979, the day Iran’s Islamic Revolution triumphed.
Reuters identified the network alongside risk consultancy 240 Analytics, examining documents, banking records and import data.
The entities operate through intermediaries and foreign front companies, using proceeds from sanctioned oil sales to purchase supplies, according to the investigation.
One entity, identified as “MODJA 346428,” reportedly imported missile-fuel ingredients, explosives, weapons components and heavy trucks between January 2025 and June 2026.
Shipments originated in countries including China, Russia and Germany. Their reported origins do not establish that those governments knowingly supported the transactions.
Import records for the first six months of 2026 included $1.9 million in detonators, alongside explosives, aircraft-engine parts and other equipment. Weapons specialists consulted by Reuters said the supplies could support ballistic missile and drone production.
The findings suggest Iran has maintained access to important foreign components despite efforts to restrict its military procurement. However, the records do not establish how every shipment was ultimately used or how much of the imported equipment reached operational weapons systems.
