Lebanon’s Framework Agreement with Israel Stalls as Israeli Airstrikes Continue and Presidential Washington Visit Looms.

Ten days after the announcement of a Lebanon-Israel framework agreement brokered under American auspices, implementation remains frozen. Israeli forces have continued military operations in southern Lebanon, including a deadly airstrike on Al-Nabtiyeh Al-Fawqa that killed four civilians. Lebanese President Joseph Aoun is preparing a visit to Washington, declaring his rejection of any concessions over the south, while the gap between key Lebanese political actors over the agreement's future deepens.

According to Al-Markazia and Al-Diyar, Israel has shown no practical indication of intent to implement the fourteen clauses of the framework agreement, despite Lebanon having fulfilled its stated obligations. Washington has intensified its diplomatic and military shuttle diplomacy between Beirut and Tel Aviv, with the commander of United States Central Command, Admiral Samuel Paparo, continuing his mediation effort. A sixth round of talks between Lebanese and Israeli delegations is scheduled for July 15 and 16 in Rome, according to the Israeli ambassador to the United States, Yechiel Leiter.

Al-Diyar and Newsd report that the Lebanese Army leadership, based at the Yarze headquarters, has firmly rejected any suggestion that it is subject to external testing, and has indicated it will not accept security annexes it did not request or approve. Separately, Al-Diyar reports that direct communication between President Aoun at the Presidential Palace and Parliament Speaker Nabih Berri at Ain El-Tineh remains severed, with both leaders holding firm to divergent positions on the framework agreement, making any coordinated institutional response difficult.

Al-Arabي Post and Newsd reveal that the internal debate within the Shia duo — Hezbollah and the Amal Movement led by Berri — has shifted. The objective is no longer to collapse the framework agreement outright but rather to prevent its formal legitimization and impede the consolidation of its security annex. Meanwhile, Lebanese MP Jamil Al-Sayyed questioned publicly what had changed following what he described as a capitulation, condemning the Israeli strike on Al-Nabtiyeh Al-Fawqa and demanding a clear response from the presidency and parliament. MP Gebran Bassil of the Free Patriotic Movement also issued a sharp statement describing the government's posture as alarming and warning against exposing Lebanon through a flawed agreement.

On the diplomatic front, Newsd and Al-Markazia confirm that President Aoun is expected to visit the White House before the end of July, where he is set to meet President Donald Trump. Aoun has stated explicitly that he will not meet Israeli Prime Minister Benjamin Netanyahu and will not accept any compromise over Lebanese sovereignty in the south.
