Lebanon’s Framework Agreement with Israel Faces Internal Opposition as Field Violations Test Its Viability.

Lead:

The framework agreement signed between Lebanon and Israel under United States sponsorship has moved to the center of Lebanese political debate, drawing sharp condemnation from Hezbollah and Parliament Speaker Nabih Berri, while the Lebanese state and international partners press for its implementation. The accord is simultaneously being tested on the ground through so-called "trial zones" in southern Lebanon, where Israeli military activity continues to draw accusations of ceasefire violations.

Details:

According to Al-Markazia, the framework agreement is entering a complex field test in designated trial zones in southern Lebanon, with observers noting that the arrangement represents a qualitatively new political and security phase for Lebanon. The same outlet reports that Israel is assessed to be counting on Hezbollah to undermine the agreement from within, effectively using opposition to the accord as a pretext for continued military presence in the south.

Speaker Nabih Berri has emerged as the most prominent institutional voice against the agreement. Al-Markazia and Islam Times both report that Berri described the accord as "dictates" that fall outside the bounds of logic and contradict Arab and international positions, adding that a majority of Lebanese and non-Lebanese alike oppose it. He further warned that the agreement poses a threat not only to Lebanon but extends to Syria and the broader region. Berri also held a telephone call with Iranian Parliament Speaker Mohammad Baqer Qalibaf, during which bilateral affairs and Lebanon's latest developments were discussed, according to Al-Manar channel.

Hezbollah has gone further, pledging to bring down the framework agreement entirely. Al-Markazia reports that Hezbollah MP Mahmoud Qommati outlined red lines in a televised statement, describing the accord as a conspiracy against the Lebanese people. The party's Islamic Resistance wing announced it reserves the right to self-defense following several Israeli strikes on southern Lebanon, which it characterized as flagrant violations of the truce. Separately, Al-Addiyar reports that Hezbollah is currently inclined to delay any escalation, whether through popular mobilization or field action, pending the outcome of ongoing Iranian-American negotiations.

On the diplomatic front, Al-Markazia notes that United States Senator Lindsey Graham praised the agreement as an important step toward peace. Egypt's foreign minister, in a call with Speaker Berri reported by Egyptian outlets, identified full implementation of the agreement as the key to Lebanese stability. Cyprus extended a formal invitation to Lebanese Foreign Minister Youssef Raji following the signing, while the Lebanese government separately suspended a new customs decree citing economic hardship, according to An-Nahar.

Watch For:

Whether the Syrian Foreign Minister Asaad Al-Shaibani's anticipated visit to Beirut next week produces any coordinated Lebanese-Syrian position on the agreement. The outcome of the trial zone implementation process in the south, which will determine whether the accord holds practical credibility. Progress or breakdown in Iranian-American talks, which Hezbollah sources indicate is directly shaping the party's decision on whether to escalate opposition to the framework agreement.
