Lebanon-Israel Washington Talks Enter Critical Phase as Both Sides Clash Over Withdrawal Scope and Experimental Zone Boundaries.

Lead:

The fifth round of U.S.-sponsored Lebanese-Israeli negotiations opened in Washington on Tuesday, with sessions structured across three days covering political, military, and security tracks. The talks are expected to conclude with a declaration of intent outlining the framework for the next phase. The round comes amid deep disagreements over the extent of Israeli withdrawal from southern Lebanon and the boundaries of experimental zones, placing the negotiations at their most complex stage yet.

Details:

According to Al-Diyar, today's session is confined to the political track, with Wednesday dedicated to military and security discussions, and Thursday returning to political affairs before the round closes with a joint statement of intent. Lebanese sources familiar with the negotiations told Al-Diyar that Lebanon finds itself in a difficult position regarding the experimental zones, as Washington has sided with Israeli demands on defining their scope, complicating the Lebanese delegation's room for maneuver. Al-Diyar further reports that Israel has presented maps proposing only a partial withdrawal, while Lebanon insists on a full Israeli withdrawal as a non-negotiable condition.

Sources cited by Al-Diyar indicate that Baabda Palace has issued firm instructions to the head of the Lebanese delegation, Ambassador Simon Karam, to maintain clear and strict procedural parameters and to exit the negotiations should core Lebanese conditions not be met. Justice Minister Adel Nassar publicly affirmed that Lebanon is committed to direct participation in the talks, emphasizing that no decisions will be made on Lebanon's behalf and that national rights and interests must be protected.

Hezbollah is monitoring the talks closely from the sidelines. Sources close to the group told Al-Diyar that the party's leadership in Haret Hreik is awaiting the delegation's outcomes before determining its next position. Separately, Hezbollah Secretary-General Sheikh Naim Qassem, speaking at a central Ashoura council, declared that Lebanon has entered a phase of "breaking the Israeli project" and that the only option remaining for Israel is full withdrawal. He urged Lebanese authorities to leverage the resistance as a source of strength in negotiations.

On the international front, French President Emmanuel Macron spoke by phone with Parliament Speaker Nabih Berri, stressing the need for a firm ceasefire agreement respected by all parties and calling for a full Israeli withdrawal from the south. Berri told Macron that the November 2024 agreement remains a ready framework to consolidate the ceasefire. Israeli Ambassador to the United States Yechiel Leiter separately expressed pessimism about the current round's prospects, signaling continued gaps between the two delegations.

Watch For:

Whether the concluding declaration of intent will include any binding language on Israeli withdrawal timelines or remain limited to general principles.

How Hezbollah formally responds once the Washington round concludes, particularly regarding any partial withdrawal arrangement.

Whether French diplomatic engagement, including Macron's direct outreach to Beirut, translates into coordinated pressure on Israel alongside the American mediation effort.
