Lebanon Elects Brigadier Kharish as ICDO Assembly President

Lead:

Lebanon achieved international recognition by electing Brigadier Emad Kharish as president of the general assembly of the International Civil Protection and Civil Defence Organization (ICDO) for the 2026–2028 term, according to Al-Diyar. The election occurred during the organization's twenty-seventh general assembly session in Geneva on October 29, 2026. Lebanon simultaneously secured membership in the organization's executive council for 2026–2030, reflecting international trust in Lebanese civil defense expertise and positioning the country as a contributor to international disaster management standards.

Details:

According to Al-Diyar, the election reflects confidence in Lebanon and the competence of its civil defense sector, reinforcing Lebanon's presence and role in shaping international orientations and advancing cooperation in civil protection, disaster management, and emergency response fields. The ICDO, headquartered in Geneva, Switzerland, functions as the primary international body for coordinating civil protection and civil defense policy across member states.

The timing of this diplomatic achievement coincides with Foreign Minister Youssef Reggei's continued participation in the twenty-second Manama Dialogue in Bahrain, where he has been conducting bilateral meetings on Lebanon's security architecture and post-UNIFIL arrangements. According to Al-Akhbar, Reggei held discussions with German Deputy Defense Minister Nils Schmid on European Union mission deployment in Lebanon and transition planning for the UN peacekeeping presence.

In parallel messaging on state security, the Supreme Islamic Sharia Council, headed by Grand Mufti Sheikh Abdel Latif Derian, issued a statement on October 31 calling for national cohesion, stating that Lebanon's critical phase demands elevated national responsibility, unity of word, institutional respect, and rule of law—foundational principles for building a stable nation where citizens enjoy equal standing, according to Ad-Diyar.

Watch For:

Lebanon's expanded international platform at ICDO may increase expectations for domestic civil protection capacity during ongoing security pressures; government coordination between Foreign Affairs and emergency management sectors on implementing international standards; whether the ICDO role strengthens Lebanon's hand in post-UNIFIL negotiations by demonstrating institutional stability to international partners.
