Kuwait's military was at the center of the crisis. According to Elbalad, the Kuwait Armed Forces General Staff announced that air defense units were actively intercepting missile attacks and hostile unmanned aerial vehicles. The Kuwaiti Foreign Ministry issued a formal condemnation, describing Iran's repeated aggressions as "grave violations of international law" that threaten the security and stability of Kuwait and the safety of its citizens and residents. The ministry added that Kuwait reserves its full right to respond, as reported by Elbalad and Sada Al-Balad.

Kuwait also condemned the Iranian targeting of a Saudi tanker transiting the Strait of Hormuz, calling it a serious breach of international maritime law. Egypt's Foreign Ministry issued an equally firm statement, condemning the attack in the strongest terms and reaffirming its rejection of any threat to freedom of navigation, according to El-Fagr. Jordan similarly condemned the strike on a Qatari tanker passing through Hormuz, stressing its rejection of threats to maritime security, as Elbalad reported.

In a separate but related development, Britain's Foreign, Commonwealth and Development Office summoned the Iranian charge d'affaires in London following a court conviction related to an attack on a journalist on British soil. According to Elbalad, the British government described the incident as a "serious attack" and registered its formal protest directly with Iranian diplomatic representatives. Bahrain's Interior Ministry, meanwhile, announced the activation of air-raid sirens and called on citizens and residents to remain calm and proceed to the nearest safe location, as reported by Elbalad.

On the diplomatic front, Iranian Foreign Minister Abbas Araghchi stated on Tuesday that nuclear negotiations with the United States would not resume until Israel withdrew from Lebanon in accordance with a previously agreed memorandum, according to Elbalad. No substantive channel of de-escalation between Iran and its Gulf neighbors was publicly reported.
