Egypt Signs 11 Trillion-Pound Deal for Four Mega-Projects

Overview:

Egypt's government and private investment group led by Hisham Talaat Mustafa signed agreements worth 11 trillion Egyptian pounds to develop four large-scale multifunctional projects. The deal is expected to generate six million employment opportunities, deliver 2.4 trillion pounds in government tax revenue, and accelerate urban development. Telecommunications Minister Raafet Hendy outlined a parallel digital transformation strategy targeting 200,000 new technology sector jobs by 2030.

Details:

Prime Minister Mostafa Madbouly announced the investment framework during Egypt Forum 2026, describing it as validation of the government's improved investment climate and infrastructure development. The four projects will span urban development, digital infrastructure, healthcare expansion, and related sectors. The agreement reflects confidence in Egypt's macroeconomic stabilization efforts and business environment reforms implemented over the past two years.

Telecommunications investments exceeded 600 billion pounds over the past decade for digital infrastructure development, the ministry confirmed. The "Egypt Digital" strategy positions citizens as a priority, with digital sector job creation forming a key pillar of medium-term economic planning. Minister Hendy emphasized that expanded fiber-optic networks and data center capacity underpins broader connectivity and tech industry growth.

Real estate financing remains underdeveloped relative to global markets, with mortgage lending representing only 0.3 percent of Egypt's gross domestic product. Housing finance averaged 2.5 million pounds per borrower in 2025, rising to 3.4 million pounds in 2026, indicating purchasing power constraints despite government social housing programs. The government completed construction of 1.96 million social housing units with 241 billion pounds in investment. Approximately 15 million Egyptians currently reside in new cities, with 27 of 39 planned cities operational.

Consumer staple prices showed mixed trends: egg prices declined by five to ten pounds per carton following recent increases; poultry prices began gradual declines after sustained rises; electrical appliance prices remained stable since April despite dollar appreciation.

Outlook:

Private sector confidence in Egypt's investment framework will be tested through execution of the announced four-project portfolio. Digital transformation and housing affordability remain critical benchmarks for sustainable employment growth and inclusive development.
