Egypt Debt Falls to 81.9% of GDP Amid Fiscal Reforms

Overview:

Egyptian policymakers presented updated economic reform initiatives this week, including a National Economic Transformation Programme to be unveiled at the Egypt 2026 Forum, alongside plans extending through 2030. The Ministry of Finance reported that economic growth has supported a reduction in government debt to 81.9 percent as of June, while measures to stabilise diesel and petrol prices are expected to ease pressure on consumer goods costs. Social support spending has reached 742.6 billion Egyptian pounds in the 2025–2026 budget cycle.

Details:

Prime Minister Mustafa Madbouli convened a session to review the economic components and the National Economic Transformation Programme scheduled for presentation at Egypt 2026. The Planning and Economic Development Minister, Ahmad Rustum, presented indicators of Egyptian economic recovery at the 81st Annual Meetings of the International Monetary Fund and World Bank Group, underscoring improvements in macroeconomic stability.

The Ministry of Finance confirmed that structural economic and financial reforms have stabilised general fiscal conditions, improved foreign exchange reserves, and accelerated economic activity rates. Government officials signalled focus on raising productivity in the coming period. Debt-to-GDP levels improved owing to stronger nominal growth and enhanced fiscal management.

The Ministry of Labour reported that a national training and qualification fund has accumulated 399.5 million Egyptian pounds in contributions since operations began, supporting workforce development initiatives. Regional governors—including those in Al Gharbiyya and Aswan—are pursuing investment promotion activities, with Al Gharbiyya advancing honey production clusters and Aswan studying an industrial complex investment forum. Agricultural initiatives include financing schemes for rural women entrepreneurs and a unified digital card programme (2026) to replace traditional ration card systems. Fixed fuel prices have created market expectations for stabilisation in transportation and food costs.

Outlook:

Investors will monitor whether fuel price stabilisation translates into consumer price relief and sustained economic growth momentum. The rollout of the National Economic Transformation Programme and its concrete sectoral targets will signal government commitment to productivity gains and private-sector-led expansion.
