Aoun Declares Lebanon Will Not Share Sovereignty With Any Party

Lead:

President Joseph Aoun declared Lebanon an independent state that will not share sovereignty with any party on Thursday, emphasizing positive neutrality as essential to shield the country from regional conflicts. The statement came as the embassies of the United States, United Kingdom, Australia, Canada, and Japan issued a joint statement reaffirming support for Lebanon's government in ensuring the state holds exclusive control of weapons and sole authority over decisions of war and peace.

Details:

According to Al-Akhbar, President Aoun stressed that Lebanon has endured enough conflict and cannot absorb further disputes rooted in regional power competitions or external domination. He called on those seeking external backing against fellow citizens to instead turn that alliance toward defending the nation against external pressures. Aoun framed positive neutrality not as passivity but as a necessary mechanism to keep Lebanon out of regional proxy wars.

Al-Joumhouria reported that President Aoun told a visiting delegation from the International Finance Corporation that the challenge now is translating international attention toward Lebanon into concrete investments and development projects. He stated that Lebanon possesses significant human resources and a private sector capable of delivering growth, but only if reforms proceed in parallel with restored confidence in the economy.

The five-nation embassy statement, published by Al-Akhbar, noted the signatories have taken note of steps the Lebanese authorities have taken regarding the Dahr al-Baydar explosives file and encourage continued progress on that matter. The statement emphasized that the state alone must retain the power to make decisions affecting national security and the use of force—a direct reference to armed groups operating outside state control.

Watch For:

The timing of the embassy statement and presidential address signals coordinated messaging ahead of potential new Israeli-Lebanese negotiations. No date has been set for talks following the Tampa round, and Aoun's emphasis on full state sovereignty may define redlines for any future discussions.

The Dahr al-Baydar case involves detained men Ali al-Kurdi and Haitham Amhaz, against whom military investigating judge Ghada Abu Alwan issued arrest warrants on Thursday after interrogations. Hearings are scheduled for November 17.

Regional escalation remains a shadow concern: Israeli media has carried threats from Prime Minister Benjamin Netanyahu regarding possible continued strikes on Lebanon if Hezbollah aids Iran, but no new military developments were reported today.
