يختلف اللبنانيون حيال عدد كبير من مواطنيهم وأجانب يقبعون في عدد من سجون لبنان، وأكبرها سجن روميه (المتن الشمالي) الذي يعدّ السجن المركزي في لبنان، نظراً إلى مساحته وقدرته الاستيعابية (1500 إلى 2000 نزيل) في حين أنه يؤوي حالياً نحو 4500.

الخلاف حول إبقائهم في السجن أو إطلاقهم وفق قانون عفو عام مقترح، أو عفو جزئي لعدد منهم، خصوصاً أن عددا لا بأس به يعاني ظلما كبيرا نتيجة التأخر في محاكمته، وإبقائه طويلاً على ذمة التحقيق. بعض مَن في الداخل يتمتع بحرية أكبر ممن هم في الخارج، إذ يملك سلطة بقوة المال والسياسة، ويدير أعماله ويحرك أزلامه من السجن. وبعض مَن الخارج يخافون مَن في الداخل. هنا يتبدل مفهوم الحرية.
